We track three layers:
Scaling across the Single Market often means re-solving the same legal/admin problems country by country — especially around incorporation, governance, investment docs, and employee equity. The 28th regime exists because policymakers and ecosystems want to reduce that fragmentation for innovative, cross-border companies.
